Easter egger pullet for sure.
The face fluff is a mutation called bearded or beard and muffs [as in ear muffs] the beard and muffs always come together. It's very common in Easter Eggers and causes the wattles to be small as well. Sometimes making it hard to tell the sex of the bird from the comb/wattle growth. Especially since EE have small pea combs, usually. That type of feather patterning is pretty much exclusively female though.

The muffs are a trait that is passed by the Ameraucana breed which is what also provides the gene that gives you easter egg colored eggs which brings you back to why they are called Easter Eggers.
 
That's a classic Easter egger pullet. From the looks of the comb, she has a good chance of giving you pretty blue or green eggs
