Then no, she's not a serama, and I don't understand the original question? You have to breed two seramas together to get serama offspring. Seramas are a breed unto themselves - not mixes of other breeds.
But based on what you say above about the possible parents, the hen in the original picture is not a pure Japanese either - you'd have to breed two pure Japanese together to get Japanese offspring (same as with seramas). If only one of her parents was a pure Japanese, then she's a Japanese cross.
