It doesn't sound like an owl to my old abused ears. A Great Horned Owl should give off a call that resembles someone saying "WHO, WHO... WHO COOKS FOR YOU?"

Also the quickness, and volume of a hoot owl call will cause most people to jump out of their skin.

Great horned owls have a slightly different call. The Barred owl does the "Who cooks for you" and it is def, 100% not either of those.

My money is on pigeon!

I have 3 hawk nests within a 1/2 block radius, so I feel for ya. I posted some pics of one fledgling on the pigeon BB thread.

Yes, I contacted our department of natural resources in Ohio cuz we also had Peregrine falcons pass thru. These are red tail this time and momma is HUGE. They told me to bang pots shoot em with water hose and make lots of noise when they come around to teach em not to hang out near humans. They also recommended trying to tie a helium balloon to my lil Chihuahua til they moved along. Saying young ones don't know what is and isn't food yet and will go after highest point and if she's wearing a balloon it would attack balloon and miss her...lol. I'm not sure my dog would go for that tho.
