Is this bantam a roo?

This mystery bantam is looking very roo-ish to me all of a sudden. Anyone want to confirm, or tell me I'm wrong? I won't be heartbroken if he's a roo. I'll only be upset if the other two mystery banties end up roosters as well

Yup, def. roo. I am sure he will be a handsome fellow, though I am sorry I couldn't help you further with what breed he is. Maybe a Welsummer??? I just don't know, sorry.

I just searched up Welsummers and he does look exactly like a young one. But whoa, the roosters sure do change appearance when they grow up!! He looks nothing like that! Could "he" actually be a pullet? (I'm thinking no...) Or is it normal for the cockrels to change *that* much? I thought once they feathered out they were pretty much done developing their colors?
 
"He" was purchased on 4/12. When I got him he was really really tiny so I'd say he was within a week old (based on the day old chicks I already had). So about 3 weeks?
 
As a general rule, roosters usually do become much more flashy and slowly loose their baby feathers as they mature.
