Is this Brahma chick a roo?

This one is feathering much later than the rest. If he's a roo do they all look like this?

In many breeds the males will feather out and the tail feathers will be shorter than the females at the same age. His peacomb would have more of a defined 3 rows of bumps and be pinker than the girls.

I am unsure. The late feathering says Roo but the pattern is that of a female Dark Brahma not a male. Maybe she is just a slow developer.
