Is this chick dandruff, mites or something else?

I have rescued an abandoned baby chick. We think he is now 7 days old. His 2 siblings passed away Sunday night. I dropper fed them egg yolk and water all through the night and kept them warm between 90&95 degrees. Somehow he was the line survivor. He is now eating chick feed. He looks so scrappy and unhealthy compared to the two that passed. His ‘fluff’ is matted down like he was dipped in egg whites and dried. Poor baby. I took a picture of him and noticed a bunch of white flakes all over his heads and body. I didn’t notice how bad it was but with the red lights the camera picked it up really well. Any idea what this is?

Van you get pictures of him up close, without the red light? You can give him a bath in warm water, just hold him under a gently running tap and gently massage
