Is this chicken a rooster?

Um............about all the spur posts..................spurs aren't a good indicator of gender.I agree with everyone,pullets about to start laying.
 
Looks like a Jersey Giant to me. What color are the bottom of the feet. I've got one that looks just like this, totally identical. I thought it was a hen, was bought as a day old female Jersey Giant, however at 13 weeks started "moaning" in the morning with the roos. Doesn't crow, has this low tone moan. So I'm thinking roo, time will tell.
 
They are both girls, and are maturing. They will lay anywhere from 18 weeks to 8 months old. No need to rush them. Leghorns and production breeds are the ones who start to lay closer to 18 weeks. Others lay closer to 6+ months.
