Is this Cochin a cockerel or not?

I bought 7 Blue LF Cochin pullets and 1 white LF Cochin pullet from the feed store and one of them looks different from the rest. They are about 2.5 months old. Is it a roo? I hope so, I'd like to breed them. Also are they good looking Cochins? Do they look like pet, breeding, or show quality? Thanks
