Is this cockerel behavior?

Facing off, the stare, big feathers?
Or just little chicken behavior?

The chick on the right is a cockerel. Can't see the other one well enough to tell.
Facing off is pretty common for roosters to do when asserting dominance. Hens can also have stare offs with the rooster, or with other hens, again, to show dominance.

My girls did that when they are around 7 weeks old. But I agree with Silver that the bird on the right is a cockerel.

They turn 7 weeks in 2 days. I'm hoping the one on the left is a pullet. If so, it's just brother sister behavior then. I think the one on the right is always the instigator.
