Is this developing botulism?

It is difficult to exactly pinpoint the origin of her problems without the diagnostic tests available at a vet office; if you are able to see one, that will likely prove the best diagnosis for your bird. There are many potential causes for what you might be seeing; to mention a few, that might be hardware poisoning, bacterial/bone infection, trauma, etc. Merely from what I have seen in other birds, her symptoms are very comparable to a bird suffering from metal poisoning.

As others mentioned, regardless of what the underlying problem is, the immediate focus needs to be rather focused on her current hydration, and nutritional levels. If you're having to hand feed her every day, it's likely she's not eating, and drinking as much as should be. Letting this progress further will be detrimental to her health, and will very likely lead to her expiration.

That said, unless you go see a veterinarian experienced with poultry, you should assume she's already dehydrated, and go get some tube feeding supplies. For tube feeding, one should have a parrot/gamebird baby formula, a scale, tubing, and a 60ml syringe. You can find great info regarding tube feeding here :

Birds that are feeling ill generally will suffer from hypothermia easier than healthy birds, so, a supplemental heat source in her pen may be beneficial, just ensure she does not show signs of overheating such as wing held out from the body, or panting. Once you have her in a better state than now, you may start considering what might be the causative agent of her problems, but for now, the focus needs to be put on addressing hydration, and nutritional needs.
 
Unfortunately she did not make i got her to eat but her poop was staying a very dark color so I'm thinking some sort of internal bleeding may have been the case thank everyone for the help

Very sorry for your loss. Melena can be indicative of botulism, cancers, heavy metal poisoning, or bacterial infections. If you still have her body and are interested in what may have happened, you can contact your state veterinary necropsy lab and send her in for a necropsy.
