Is this dry skin or a bigger problem?

New to chicken keeping, and we have 1 hen that has not been doing as well as the others. Her comb and wattle are pale and shrinking, and she has this white flaky stuff around her face/eyes.

Is this just dry skin or a sign of something else?

It's a little tough to see in the picture but I think that those are lice eggs attached to the feather shafts. I would immediately treat this hen with permethrin dust.

just checked her skin and saw bugs crawling. Thank you! Heading to get it now.
