Is this duck mating behavior?

The hen (in the middle) will do this often around one of the drakes. I’m pretty sure she’s chosen him to be her mate this season. She will lower her head around him and bob it up and down. He’s the only drake she does that around. She’s even laid down flat for him so they could mate, but they have failed bc the drake keeps mounting her in the opposite direction. They’re 16 weeks old. The drake is on the left of her.

This does look like mating behavior.
