Is this dwarfism?

I have 8 week old Cornish cross game hen that we're slaughtering at the farm today for poultry, and like last time, I'm left with about 2 birds that just did not grow much at all from chicks. They all started with me from chicks from the hatchery, I've got one with a case of wry neck for the first time, but I read the article recently in chicken dwarfism and I'm just taking a stab in the dark that that's what this is. Here's the two birds. Mind you, I've got 6 pound roosters coming from this fully grown batch...

Could be a form of dwarfism, but doesn't seem to be the thyrogenous type. I can't see a parrot beak or mongoloidish-type eyes (like a Down Syndrome child). Those are characteristics of the dwarfism that stems from the thyroid gland. There are other types that manifest is mainly short legs and smaller bodies, but the males rarely develop any real combs on them, actually appear more feminine for a long, long time. Then again, may just be a defect, not technically dwarfism.
 
So, if not dwarfism, does anyone have any ideas what kind of genetic mutation this is? Forgive my ignorance, in a farm hand and learning, I didn't know meat birds diets varied - what should they have been being fed, would it have prevented this mutation? The cobble initially didn't have much activity and even seemed blind, I actually wondered if they had some eye defects and couldn't see the food but they were always sitting in it, til one day I through caution to the wind and kept opening their eyes for them, and eventually they stayed opened. Weirdest thing, no infection or pus, crust, just, didn't want to open their eyes?
