Is this failure to thrive?

These chicks are 4 week old silver leghorns and seem to not be growing or feathering out any more. There were 4 originally, 2 died out of nowhere 2ish weeks ago. They were all doing really good eating and drinking, no signs of lethargy or illness, randomly just found 2 dead a day apart. Now these 2 are doing great. Eating and playing with the other chicks but they are maybe 1/4 of the size and only really have wing feathers. Any idea why they stopped growing? They are on 20% chick starter and get fresh electrolyte water daily.

I don’t have any. There’s no sign of coccidiosis. And they are in with 8 other chicks that are growing fine. They are on my porch and have never been exposed to soil of any kind. They are also on medicated starter.
 
Do you have a food scale that you can weigh them on? I like to get baseline weights on mine, then weigh them every day if I think they aren't thriving. Growing chicks should make daily weight gains.

I don’t have a food scale but I know for sure they are not growing or if they are it’s EXTREMELY slow. They are for sure eating. I see full crops multiple times a day and they are constantly eating. I sit and watch the brooder 2/3 times a day and they seem healthy other than not getting much bigger and their feathers are not coming in. They should be way more feathered at 4 weeks old. They only have wing feathers.
