Is this groundcover toxic to chickens?

That is not periwinkle (myrtle), it is euonymous, looks like euonymous coloratus (purple wintercreeper). It's an evergreen vine with aerial roots that can cling to trees and buildings. Very hardy & vigorous, should pose no problems for your chickens.
