Is This Lice?

The bottle that was originally posted was at a higher concentration than necessary, and it wasn’t meant for dilution, it was in a ready to use spray bottle, just for clarification. No argument on the necessity for adequate remedies, and also, no other mention was made about attempting to limit possible causes of the problem. I mentioned several times already that if the problem was out of control, or affecting the health of the animal, stronger measures are necessary. This is all simply blown out of proportion..pun intended.
This product is labeled for poultry.
This means it is made to use on birds.

It is not higher concentration than necessary.

I give up. If you wish to spray your birds with unnecessarily high levels of teratogenic compounds, that’s your business. It‘s just unfortunate that you are recommending it to others. If .10 concentration will do, then .50 must be better. Personally, if I ever have a case of ..something that requires an insecticide, I’ll look for the lowest concentration that is effective, and not recommend to anyone else a teratogenic chemical at five times the necessary strength. If it’s good for a horse, it must be good for a chicken.

Have you had your questions answered?

It's hard to tell with all the bickering going on.
If I can get the powder do I need to put it on them more than once? Is it possible the others weren't affected and only the one got it? I know if they were in the same pen they would all have it, but since he's never around them could that be different?

If they have egg clusters on their feathers you might need to treat them again if & when the eggs hatch.

Look closely at the feathers for clumps of eggs:

If the infestation is not too bad yet, you might get away with only powdering him once. Do you have someone to help you hold the bird? You’ll need to get the powder under his wings, fluffed deep into his feathers, under his tail, etc…

I prefer to both dust the bird and spray the coop.
