Is this little one a Partridge Cochin, and is she actually a he??

This little one is almost 6 weeks old. My mom didn't read the breed tag when she bought her, and so I did some searching and am pretty sure she/he is a partridge cochin. I've been trying to figure out if little Zelda here is a hen or a rooster, but I've never had this breed before and most of the roosters from other breeds I've raised have started crowing around 4 weeks of age. Zelda hasn't been crowing, though her comb and wattle development is worrisome. Any help would be much appreciated!
