Is this membrane dried?

Pic is of Wellsummer egg who pipped about 8 hours ago. Our Blue Andalusan hatched overnight so I'm not sure what things are supposed to look like, but to me it looks like the membrane is intact and possibly in the wrong position.

Did it hatch yet? If not you can try to assist carefully W/o letting it bleed make sure to use warm water to semi wet the membrane to free the chick.

The beak finally popped through but not much progress has been made. I'm relieved that there's a good oxygen source now, but that's gonna be a tired chick. Will wait and see how things look in the morning.
