Is this moulting or something else?

My friend sent me picture of her chicken the neck is quite red but i think its just moulting.. anyone else think differently? Picture not clear sorry

Judging by the damaged feathers lower on the breast/crop I think that it is feather pecking/plucking by flock mates.
