Is this normal behavior?

help! this is my first time having chickens, I have 12 cochins and they were hatched March 16th 2012.

One of my roosters has started jumping on the hens and grab them by the combs and start jerking them around. I had to beat him off my hen July today. is this normal behavior?? is he trying to mate with them already? aren't they too young still?
 
I have some hatched around same time and My roos are doing same thing. Their just trying to mate.
 
Yes, I am watching my chicks behavior, and the ones that show too much bad behavior will be culled, they tend to disrupt the peace and harmony, they can cut the hens comb and do needless damage to feathers...the best roos are the one that dance for the hens and don't get bothered by some rejection...besides, they annoy me.
