Is this normal behavior!?

So I have one little silkie rooster in my flock of eight 14 week olds. I'm still undecided if I'll keep him, depending on how loud/annoying his crowing gets/whether I can deal with his 'rooster' behaviours!

So little Rusty has started doing the pulling them by the comb/neck feathers, which I figure is normal, 'I might try start mating you girls soon' kind of behaviour. But then the other day when I let them out for a free range he grabbed my pretty little wyandotte Patty by the feathers around her butt!? Is this normal!? I shooed him off her as it was just weird and disturbing lol!
 
My roosters are only 26 weeks old and they've done the same behavior of pulling the girls by the neck feathers. I have not witnessed any of them pulling the girls by the butt feathers.... that's not to say it isn't normal rooster behavior. It's probably just another way he's establishing his dominance over his girls. Hopefully someone will stop by that has more rooster experience than me.
 
Yeah I think he tries to establish this dominace thing, but he's so tiny and my girls are pretty big, so he's not succeeding entirely! Thanks for your reply!

Anyone else with a butt-biting rooster?
