Is this normal for a chick?

I have a 4 day old coturnix quail chick that is doing this weird thing. He taps his feet like he’s off balance and with his wings drooping. His tail wiggles a bit but I don’t know.

The feed is crushed and the thermometer is reading about 80F

They don’t seem to be too cold or too hot; they’re lively, hes lively as well just his behavior is concerning.
