Those are just pin feathers (which are new feathers) that are coming in. Perfectly normal, and nothing to worry about. Just keep in mind that she might not want to be held as much while her new feathers are coming in.

Perfectly normal. Soon they will fall off and reveal new feathers that are growing.

Mine is doing the same. As the feathers grow a little bit, the white flakes off and looks like dandruff. Really shows up on my black chicken.
