Is this normal on a 3 week chick or is it time to get some seven dust? Totally a newbie here. Thanks in advance.

That is the wing joint, correct? The angle's a bit off so I can't see it too well.

It's nothing unusual for chicks to have featherless wing joints. They typically grow feathers into the area when they are older. It's more frequent in gamefowl breeds, but can happen in any breed.

It's down the middle of the back k. Is the brown parts on the feathers close to the skin normal? They also look like that at the tail feather areas. The other 4 chick's don't look like that

Those are just new feathers. It's really gross-looking when the pin-feathers first start coming in. Lol Have you seen their preening gland yet?!
