Is this normal?

(didn't know what subforum to put this in sorry) we have a chicken and I'm constantly arguing on wether this is normal or not and how to proceed but I'm sure their feathers are not supposed to be like this no? (Cochin bantam)

Frizzle or Frazzle Cochin Bantam. The feathers of frizzles are curled due to a genetic mutation. When you breed a frizzled bird to another frizzled bird, you get a frazzle, which is a chicken with two copies of the frizzled gene. Two copies of the frizzled gene are not good for a chicken because they link to heart issues and other problems.
 
Looking at the head, it appears to me like a bully is plucking your hen. She has no fluff around her face or head.
How is the protein level of their feed? 20% is a good target.
 
This girl came from tsc in-store, is she a frazzle?
I was told she's probably just being messed with too much by a rooster, but the other girls are fine, she lays and seems happy and active- her rooster doesn't seem to over-mount, i hardly seem him in action to begin with.
I currently have her separated just in case, but her missing feather don't seem to want to start growing again
