Is this normal?

So last night I unplugged the heat lamp to my brooder and forgot to plug it back in. A few hours later I noticed it wasnt on so I walked over there plugged it in and look in my brooder hoping everyone was okay.
I only have four chicks in the brooder right now.
Two are around 4 weeks old- 1 Araucana pullet and 1 Barred Rock pullet.
The other two chicks are two week old Speckled Sussex pullets.
When I looked in my brooder I saw the cuttest thing EVER!! The 4 week old Aracuana was all puffed up and both of the two week old Speckled Sussex chicks were sleeping under her like she was their monther. Isnt she a little young to be looking after other chicks? Is this normal?

When they all just want to stay warm it seems like they pile on top of each other. More of a every man for him self. This was not the case. My other older pullet was also not sleeping with them.
 
I have a 6 week old bantam cochin that mothers my 2 1/2 week old bantam silkies it is way cute cause she's a frazzle and they're all fluffy .....hehehehehe
