Yes, it is. Though it is prone to frostbite, it comes in handy during the summer to help with heat exchange. Some folks will 'dubb' these combs but I'll will only do so for a medical reason.

Yes, Leghorns have very large combs, he’s beautiful!

Sometimes oversized combs like this, will potentially put too much weight on a chicken's head.
