Is this Pasty butt?

It was hatched with a broody hen and is being kept in then hen house with the other chicks. No heat lamp in use! Is this pasty butt. I used a warm wet towel to clean it off. Any advice would be appreciated.

The red spot is it's navel. Above that is it's cloaca, covered with wet feathers and possibly poop in the picture.
