He's probably like this because of what he usually eats. Chickens need chicken feed, they cannot live on rice. Rice has nowhere near the nutrition they need.
I suggest you get some chicken feed, it has everything they need in it.
Is the other chicken a rooster or a hen?
Do get the electrolytes in him.

We mix up different things with rice like dried fish and others
Chicken feeds here are full of heavy metals and toxic substances, that's why we avoid it

Can you please tell me how much water or electrolyte should I feed it.
It still doesn't eat and drink on it's own
Sleeping but now careful of surrounding, I mean it keeps its eyes open
Still no problems with breathing or no visible injury on external body

He is sleeping now its almost 22 oclock now
Now change in his behaviour
Still doesn't eat
But after dipping its beak it drank some water.
Can't stand up on his own but if we help it to stand then it can remain standing although not much reaction other than that
Just keeps standing .

I don't know if it's positive but a little ago it pulled it's wings and legs while standing.
