Is this silkie a roo?

It is almost impossible to tell sex at such a young age in silkies. The silkie looks black to me. One of the silkie must carry the black gene if one was a partridge and the other is white. Those 2 colors wouldn't make black. You need to wait till the chick is older to tell sex for sure. I have over 100 silkie chicks right now. I couldn't tell you the sex of any of them.
