Is this size difference normal?

Hi! We have a brooder full of chicks that hatched on March 30th (we ordered them from Meyer Hatchery)(the only four that * might * be a little older are the four golden comets). All of them seem to be growing quite a bit- except our Frost White Legbar. She doesn’t seem to be growing at the rate that the others are. Honestly she doesn’t seem to be any bigger from the day we got them. She doesn’t show signs of being sick or anything, but she’s just very small. Is this normal for Frost White Legbars?

What kind of bird is the one in the lower right of the picture. It appears to have a puffy down on the head? I dont' know if that is considered "tophat" or "crested"

Just looks like a runt to me. I've raised runts before to. Though it may be possible she isn't what you think she is.
 
Ok, I definitely see the feathers now. Some of the other birds definitely look like their feather growth is faster in that first picture. I will have to look this breed up, I am not familiar with it. Maybe just keep giving her some special attention to make sure she is eating well. Do you notice the other chicks interacting with her OK?
Yep, they seem to be interacting well with her. It doesn't seem that she's excluded or picked on or anything.

Follow up to this post!! Our little Frost has grown so much since I made this post. She's pretty much the same size as the others in her brooder. She's not a big girl by any means, but she's definitely normally sized. Ironically, one of the other chicks in the brooder with her has slowed their growing (our buff laced polish) to the point if we're wondering whether she's bantam. Also one of the hens we ordered turned out to be a rooster (boooo).

At least only one was a roo!! A lot of people seem to get a lot of roosters. I wanna see pictures.

We paid extra for only hens so we were a bit shocked and also a Black Andalusian but I can't see to find any pictures of Black Andalusian roosters. He's absolutely gorgeous.
