Is this spring weather too cool for baby chicks?

I’ve had chickens for 4 years, and bought more about a month ago. Usually, this time of year, it’s much warmer, so around this month mark, I don’t need a heat lamp.

Long story short, I hooked up a heat lamp (kept indoors with watchful eyes) but the light blew n I’m wondering if month old, majority feathered out bitties are fine inside a 60°F ish home with a regular lightbulb.
 
They will be fine at that temperature with no light bulb for heat at 4 weeks old. They will probably be OK outside with no heat but I don't know where you are so no idea of temperatures and I don't know what your facilities outside look like. My main concerns with the facilities are cold winds and rain.
