Is this vent gleet or is she egg bound???????

I aquired a new chicken a few months ago. She is perhaps a RIR and about 8 to 9 months old. She has had this problems since the day she got here. I thought her butt was wet due to the recent rain we had had on the day she came. I have already soaked her numerous times. What is this and how do I get it to go away? Is it vent gleet or something else? I do not want my regular girls to get sick from her. She has not laid any eggs either. Today I soaked her in Dawn dish soap and some epsom salt. The area loiks pink but not super red and angry like the last time I soaked her. I also put Providone-Iodine on her too because I read that would help if it was vent gleet. Suggestions???????

Is her abdomen bloated? That would suggest egg yolk peritonitis, which can cause a messy vent
