Is this vent normal?

Hi this is my first year raising chicks & need advice.
My BR TangoTango has always been the runt & at almost 23 weeks is still not laying. She's been checking out the nest box & singing the egg song for a few weeks now.
When she was preening, I noticed her vent looks red & swollen compared to the other girls. Is something wrong with her? Or is this within the range of normal & I'm just jittery because I'm still new to this?
She's always been prone to sitting more than the others & also squawks to complain a lot.
Thanks for any advice!

Btw the other girls are different breeds (RIR & EE) so it's hard for me to tell

After reading a ton, and looking at my own girls' vents, that doesn't look like any of mine. Mine are moist, soft and look like smiley faces.

I think it's "normal", looking like getting ready to lay...I maybe wrong but that's what I think.

Looks normal to me.Changes of the vent are usually associated with egg laying.
