Is this wet feather?

Hi! My duck seems to be wet on only her neck. I have picked her up and checked her over and she is dry everywhere else but her neck is wet to the touch, I have some photos I will attach as well. Has anyone seen wet feather only on the neck? I've tried googling this but can't find anything.

My duck had wet feather and that was over his whole body. when he got water proof again his belly would still be wet and the other parts dry. he now is fully waterproof again.
I didnt do much other then put him in the pond everyday to clean him self and then dry him off a little. Then he would be inside until fully dried.
I dont know what caused it or what solved it.

Since their oil gland is above their tail and they use their bills to spread that oil on their feathers to make them waterproof, maybe getting that spot on the neck is hard to do. Just a thought.
