Is this White Leghorn a Rooster?

Thank you everyone! You are so right about the two different breeds. The pullet in question also has greenish ear lobes, where the other has red. They are indeed two different breeds. My local feed store seems to have gotten them mixed up, but I imagine as chicks it's really hard to tell!
