Looks a bit suspicious, but I'd give another week or two to be sure.This little pekin chick we hatched looks like a roo to me already but I’d love to be disappointed as we can’t have roosters.

I'll be holding out hope and if it is a 'he' he might just have to give me a fertile clutch to try again before he moves on. I let one hen sit on one fertile egg from a rooster that made his way here before I moved him on, he was accidentally sold to me as a pullet.I have a Pekin that many thought was a roo (search for "Roo or Ruse" in the Forums). At 13 weeks, I'm almost positive she's a pullet. She was always just a little redder and wattlier, but the comb never blew up.
3 weeks is often too early, but not always. In your case, I do think you have a cockerel there
