Is Winston a rooster?

Winston is now 3 weeks and from the day we got him/her at 1 week, I thought rooster because of the comb. Bantam Cochin Frizzle.

Thoughts?

I'm a first-timer with my urban chickens.

He's a handsome little boy! You were right in thinking that he was a rooster, even from 1 week old.
