Issues with neighbors dogs

I always thought this was the strangest argument... just because you arent responsible for their dogs doesnt mean you arent responsible for the safety of your chickens.
Your argument makes less sense.

Never said I'm not responsible to keep my chickens safe on my property. I'm not responsible for someone's dogs safety on my property. If I eliminate the dog or predator, am I not keeping my livestock safe?

I think we are saying the same thing with different words.
 
A good few states are still "open range" or "fence out" states meaning you are required - at your own expense- to fence out animals that you don't want roaming on your property. Texas, I believe, is one of those states. That being said, the states that do have open range definitely also have laws allowing people to dispatch pets that attack livestock.
