No, situation does not warrant suspicion of mites... ducklings kept in a brooder is extremely hard for mites to infest...
Plus, fresh hatched ducklings are still ridding their down of egg residue... that's most likely cause of itching...

They can... mites checking is easy, look inside the coop at night... most don't live on the bird itself, just come out to feed while they sleep at night...

But it is rare for ducks to get external parasites, does happen, but rare... they're more resistant due to their frequent bathing and preening...
