Itchy legs?

My 6 week old blue Indian runner duck, Raksha, is obsessively trying to preen the bottom of her feet and legs. The way she preens I'm guessing they are itchy? I've looked all over and can't see anything in or on her feet or legs. Whatever it is seems to be making her irritable as she has been pecking at the other ducks. Her feet are changing to their adult color. She is on vitamin b complex per this thread here:

Any ideas what could be going on here?
 
I don't have any photos at the moment. I didn't see any peeling and she bathes in the big pool once a day and then they have smaller tubs of water that they can wash and play in. I have noticed her shivering the past two evenings she's been in the bigger pool and have had to take her out to warm up. She's also sleepier than usual.
 
Yes, I'm in the northwest. The highs have been in the mid 90's and extremely dry. Our fire danger is currently listed as very high due to the dry heat. They moved to the bigger pool about a week ago and the water has been colder than they're used to. Could she have
itchy skin from the weather?
 
Maybe As long as you have looked her over good and don't see anything that would cause worry. Mites can bite and cause itching but if they are swimming daily external parasites are rarely a problem with water fowl.

I am so sorry ya'll are in the fire danger area. I sure hope you all stay safe and have a good evacuation plan in order . Keep us updated on it all.

I have seen my Runners shiver when they were standing in snow up to their bodies. Lil things are so slim they haven't much body fat to keep them warm. Hopefully it was just the cold water.
