Its An Emergency & I Need Advice

No dubbing advice, but I'd find something other than aspirin for pain. Aspirin is a blood thinner in humans. I assume that holds true for chickens as well. May cause even more bleeding.
That is why I suggested to use it after the op. (EDT: Ice before, and aspirin after so that the blood has already clotted.)
 
Talk to a barber who has a good straight razor and who has some experience dubbing chickens.

Also chickens are not meant to be bathed like an elephant so that could well be what is causing your rooster's skin problems. Chickens prefer to bathe in dry dirt.

One other thing, Summer will be here in 2 more weeks. Then the daylight hours will begin to get shorter each and every day. Hens and Roosters as well will begin to have more flaccid or floppy combs as their natural breeding season changes over to molting season and an indoor rooster may think that the Summer Solstice is already here because of a Sunlight deficiency.
