It's around 34 degrees out. Should I Make the ducks go in their house?

Hi duck enthusiasts. My ducks are approximately five and a half weeks old. We put them outside on Saturday. they have a predator-proofed house with a heat lamp. They are able to get in and out through a modified dog door. They are instead choosing to be in the icy cold little pond I dug for them or huddled in a corner. We also already put a tarp around most of the enclosure to protect them from the wind because we get ridiculously strong winds here. At what point do I need to gather them and put them in? I am worried they will get too cold! Worried about my babies!

Plus, if they are huddling it sounds like they are cold. Are you sure they know how to go inside? Or maybe one duck just isn't motivated enough to leave the flockmates so no one takes initiative for the first move. My duckings did unintelligent/adorable things like that when they were babies.
