I have one that is much larger than that. 2 of my muscovy girls fit in it with room to spare. The sides are high, so the smaller birds would have problems getting in and out if you don't use rocks or something for them to climb on. You can also use a bird bath heater to keep the water from freezing and a heated bucket or dog bowl for their drinking/face washing water.

I agree with everybody they probably just need to take a bath and in a few weeks they should be back to normal
