In NZ paracetamol products that contain codeine used to be available, without prescription, at supermarkets and pharmacies.
People started using it for purposes it was not intended, and/or overusing it.
This created several problems, but the end result was:
Government yanked it off the shelves and made it prescription only.
You now must pay for a doctors consult to get a prescription.
IF people start buying up supplies of animal products, thinking to use it for personal health reasons, regulators may very well pull the product off the shelves and make it available by "consult only". There are many animal medicines and products that are only available by this method - specifically to avoid unintended use.

Logistics is a much bigger spider web on this side of the pond dude. The spider web metaphor is intentional for use when describing the 48 connected states via rail, air, highways, roads, mail, etc….
Kiwi…. Your nation, geographically speaking is approximately the size of one or two of our states. Is that a fair generalization for now?
So knowing that “taking something off the shelf” nationwide is a really Herculean effort to undertake. It would take….(scratches head)… likely 7-12 months to probably get 75-85% of the stock “off the retail shelves.”
However there are so many states with such a high population of those that believe “faux noise” and other electronic diarrhea….. that those states would like have many areas that would say one thing and do the actual opposite.
the last time I can recall a project of this magnitude was attempted it took a couple years to get all the “special” smoke alarms off the shelves nationwide.

(Giggles) ohhhh the one referenced in the Anarchist’s Cookbook back in the early 80’s. These little gems had a very tiny speck of a medium that could build a dirty bomb….. if you could collect enough of these detectors. Problem is that many of them stayed in folks house for years afterwards. In fact when we were looking at some old houses a decade ago now….. this historic home happened to have a couple of *THAT* smoke detector in it. And a current battery was in it - it was still testing as “working”.
