Japanese or something else?

We have a bantam roo and pullet that look similar. We thought he was a black tail buff OEGB, but the way he stands makes me think Japanese. The little pullet is a good bit lighter and often has her tail straight up in the air.
Do you think I have a pair of Japanese or are there other possibilities? Neither one of them look like our other OEGB in size, stance or body shape.

Since they're from a hatchery, the possibility of them being mixes is very low. I'm thinking they're just poor quality, not uncommon for TSC.

That's beyond poor quality in my opinion, even for a hatchery. One of the hallmarks of Japanese bantams is their short legs. This one would be more the leg length of an Old English bantam. Add to the way off color, I think its a mix.
