That's what I was leaning towards. No sign of spur growth or crowing was throwing me off. They must be very late to mature.

Cockerels, you can see the saddle and hackle feathers.

Handsome cockerels. From what I understand, Orps are consistently slow to mature.

at this age, you won't see much for spur growth, and hens can have spurs too. I have a hen with one spur. So, you look for male feathering... like below....
