That's what I was leaning towards. No sign of spur growth or crowing was throwing me off. They must be very late to mature.
What’s the difference between English Orpingtons and regular Orpingtons?English Orpingtons are very slow maturing. Cockerels typically start crowing around 6-7 months and spur growth may start even later. And depending on the bloodline, roosters don't reach their fully mature size until around 2 years of age.

at this age, you won't see much for spur growth, and hens can have spurs too. I have a hen with one spur. So, you look for male feathering... like below....
