Jubilee Orpington Hen or Roo?

That's what I was leaning towards. No sign of spur growth or crowing was throwing me off. They must be very late to mature.

English Orpingtons are very slow maturing. Cockerels typically start crowing around 6-7 months and spur growth may start even later. And depending on the bloodline, roosters don't reach their fully mature size until around 2 years of age.

English Orpingtons are the originals. They are much larger and much slower developing. American Orpingtons are the hatchery type birds. The hatcheries developed them to mature faster, be smaller in size, and to be much better layers.
