Readers' Digest Version: The primary concern is quail walking, sleeping, living in chicken poop, and ingesting same in their foraging... spreading chicken poultry diseases to your quail. Surprisingly enough, chickens seem rather resistant to quail 'waste'.
I regularly allow my chickens to 'toss' the quail litter after I've cleaned the quail cages and have never ever had a problem with that. I would not reverse the order of who is following who though (I'd not allow my quail to pick thru chicken litter).
