That is your problem. A young, inexperienced cockerel (poor technique) and too few hens/pullets for him to practice on. That pullet is obviously his favourite (perhaps the easiest to catch) and is taking the brunt of his amorous advances. She needs protecting either with a saddle or removing the cockerel.
